Ulsa is a female chief in the Court of the Rogue under Kayfer Deerborn. She governs over Prettybone District.[1] Rosto the Piper works for her before he becomes the Rogue. She doesn't look after her people properly, even causing fights and death by not settling disputes when she is asked to do it.[2] She also hired two brothers to kill Rosto about a month after he began working for her.[3] After Rosto survives and stabs her assassins she makes Rosto one of her gang-chiefs to show all of her men that she had nothing to do with the attack.[4] Phelan Rapp also joins Ulsa after he quit the Provost's Guard.[5]
Ulsa wears both clothes and a sword in the style typical for Carthak and she is said to also being able to use the sword.[6] Her clothes are usually quite expansive as she wears silks.[5]
