Pershan fer Roth, otherwise know as Shan is a fictional character created by Tamora Pierce in the standalone novel The Will of the Empress. He pursues Sandry romantically, mainly out of interest in her wealth, estates and title. In order to woo her, he hides his status as Empress Berenene's lover and unofficial consort, and hides his pursuit of Sandry from the Empress.
When Sandry discovers Shan's deceit, she declines his offer of marriage and chooses to leave Namorn with her friends. After one more last-ditch effort to win her good graces, Shan arranges Sandry's kidnapping.
