Goddess-on-Earth is the title presumably given to the head of all priestesses and temples of the Great Mother Goddess in the Tortallan Universe. She likely ranks above the Eldest Daughter, who is the highest ranking priestess in all Tortall, as her charge is vaster and includes temples and priestesses in other countries. The Goddess-on-Earth lives in the City of the Gods. People may write to her if they feel as if one of the temples or convents isn't doing its duty for the people. Alanna of Trebond threatened that she would report the Mother of Waters convent in Rachia for refusing sanctuary to women and children refugees[1].
